My interpretation of this is that a persons justice sensitivity (i.e., how individuals react to experiences of injustice and unfairness) will not be defined automatically on oberserving action, but rather on a higher order cognitive level which is about placing the observed action in relation to goals.
This is very similar to how, in cognitive psychology, having a clear perception of goals will trigger frustrations by actions which are working against the goals. So people with high executive function will punish / reward things by how they relate to their goals.
